An enrollment adoption is a formal mechanism in which adoptions and members of their birth family can be reunited. The registry may be free or chargeable, facilitated by non-profit organizations, government agencies, or private businesses.

Generally, such adoption adopters are only available in countries that apply closed adoption, ie adoptions in which the complete identities of birth parents, family members and adoptive families are not readily disclosed.

Some reunion registrations are based on mutual agreement and make a match of the information provided by the registrant. Others, run by government agencies, have access to original documents that identify family births or adopt families. This is a form of adoption disclosure. In general, the adopted person must be an adult before they are given identifiable information, or at least 18 years of age. In the United States, state legislation governs whether the agency can release this identifying information to interested parties. Some states have adoption registrations, in which adults and adopted parents must register before information is given. In other countries, if the recipient requests information, the organization will contact the biological parent and seek permission for the reunion.

In Canada, adults adopted from British Columbia, Newfoundland, and Ontario generally have access to birth information and their own adoption without any veto disclosures have been submitted. In other provinces/regions, limited access to information is allowed; all jurisdictions have some form of reunion list.

In the United Kingdom, adoption laws have been changed to allow open adoption, the right to access a person's record, and the registration of a state-adopted adoption reunion has been established.

Although many such registrars are operated by government agencies, there are many private registries available, and can be found on the Web. These tend to be owned and/or managed by members of the adoption community and are generally more successful than government-administered registrations. The largest such organization is the International Soundex Reunion Registry, Inc., (ISRR) established in 1975.

A common problem with state-run registrations is the lack of publicity around them. By contrast, in April 2005, the state-run National Adoption Contact Preference Register [2] was launched in Ireland with national radio and newspaper advertising campaigns, and included registration forms for submissions submitted to every household. The Irish registry allows one to use it to determine if they want contacts and/or reunions, which forms should be done by that contact (for example, mail, phone, email), and, if they do not want contacts at the time it becomes, it is still possible to submit medical information and/or background to others.
