Sensitive compilation information ( SCI ) is a type of US confidential information that is related to or derived from sensitive sources of intelligence, methods, or analytical processes. All SCIs must be handled in a formal access control system established by the Director of National Intelligence. Although some sources refer to the SCI control system as a special access program, the intelligence community itself considers SCI and SAP a different type of controlled access program.

SCI is not a classification. SCI permissions are sometimes called "above Secret," but information at each classification level may exist within the SCI control system. When "decompressed" this information is treated similarly to warrant information at the same classification level.

Access

Eligibility for access to SCI is determined by a Single Scenario Syndication Investigation (SSBI) or periodic re-investigation. Because the same investigation is used to grant Top secret security permissions, they are often co-written as TS/SCI. Eligibility alone does not provide access to certain SCI materials; this is just a qualification. One must receive explicit permission to access the SCI control system or compartment. This process may include polygraph or other approved investigative or adjudicative action.

Once specified a person must have access to the SCI compartment, they sign a confidential, "read" or indoctrinated agreement, and the fact of this access is recorded in the local access list or in the computer database. After termination of certain compartments, the employee re-sign the agreement to maintain confidentiality.

System control

SCI is divided into a control system, which is further subdivided into compartments and sub-compartments. These systems and compartments are usually identified by secret codewords. Some of these codewords have been declassified. The following SCI control system, with its abbreviations and compartments, is known:

Special Intelligence (SI)
Special Intelligence (so in CAPCO manual, but always SI in document mark) is a control system that includes communication intelligence. Special Intelligence is the term for tapping communication. The previous title for this control system is COMINT, but it's been abandoned in 2011.
SI has several compartments, in which the following are known or declassified:
  • Very Restricted Knowledge (VRK)
  • Extraordinarily Controlled Information (ECI), which is used to group compartments for highly sensitive information, but was abandoned in 2011.
  • GAMMA (G), which has subcomponents identified by four alphanumeric characters.
Some retired codewords protect the SI compartment based on their sensitivity, commonly referred to as the Top Secret Codeword (TSC) and Codeword Rahasia (SC). These coders are:
  • UMBRA for the most sensitive material
  • SPOKE for less sensitive materials
  • MORAY for the most sensitive SI that requires codeword protection.
These three codewords, their use discontinued in 1999, are attached directly to the classification without reference to COMINT or SI, eg UMBRA Secret Top.
STELLARWIND (STLW)
This preface was revealed on 27 June 2013, when The Guardian published a draft report from the NSA Inspector General on STELLARWIND's electronic surveillance program. The program was started by President George W. Bush shortly after the 9/11 attacks. For information about the program, a new security compartment was created that STELLARWIND has as its permanent cover on October 31, 2001.
ENDSEAL (EL)
This control system is revealed in the Classification Manual 2013. ENDSEAL information should always be classified as Special Intelligence (SI), so it may be related to SIGINT or ELINT.
TALENT KEYHOLE (TK)
Kindergarten includes space-based IMINT (Imaging Intelligence), SIGINT (Intelligence signal), and MASSA collection platform (Measurement and intelligence signatures); processing and related analytical techniques; and the research, design, and operation of this platform (but see Backup below). The original TALENT compartment was made in the mid-1950s for U-2. In 1960, it expanded to include all national airborne reconnaissance (to later include SR-71 sourced imagery) and KEYHOLE compartments created for satellite intelligence. TALENT KEYHOLE is now a top-level control system; KEYHOLE is no longer a different compartment. Known compartments include RUFF (satellite IMINT), ZARF (ELINT satellite), and CHESS (U-2). KEYHOLE Series KH-1 to KH-4b is part of the new TALENT-KEYHOLE designation.
HUMINT Control System (HCS)
HCS is a HUMINT Control System. This system is only specified "HUMINT" until there is confusion between the collateral HUMINT and the control system. The current nomenclature is chosen to remove ambiguity.
CLONDIKE (KDK)
CLONDIKE protects sensitive geospatial intelligence.
RESERVE (RSV)
RESERVE is a control system for the National Reconnaissance Office compartment that protects new sources and methods throughout the research, development and acquisition process.
BYEMAN (BYE)
BYEMAN is a retirement control system that includes certain overhead collection systems, including CORONA and OXCART. Most BYE content is moved to Kindergarten. BYE Special Handling Content is moved to Backup.

The marking of the SCI control system is placed immediately after the mark of the classification level in the banner line or portion marking. Sometimes, especially on old documents, they are stamped. The following banner and tagging lines illustrate the main secret document containing information from the S1-SIMA GAMMA sub-compiler 1234, the SI-MANSION compartment, and the TALENT KEYHOLE-LANTERN notional compartment:

The old document is marked with HANDLE VIA xxxx CONTROL CHANNELS (or "HVxCC"), HANDLE VIA xxxx CHANNELS ONLY (or "HVxCO"), or HANDLE VIA xxxx CHANNELS JOINTLY (or "HVxCJ"), but this requirement was revoked in 2006. For example , COMINT documents are marked as HANDLE VIA COMINT CHANNELS ONLY. This tagging causes the use of CCO caveat (COMINT Channels Only) in the serving portion, but the CCO is also obsolete.
